okay heres the deal... I have a cingular 8700c, tryin to unlock it to rogers. paid someone to unlock it the whole deal... I'm pretty sure there is an I.T. Policy on it because it is reading the sim card, my number pops up and everything but when i go to call it says "sorry only emergency calls allowed" i tried to do the i.t. policy remove, and the same thing... so i either did it wrong, or it didnt work... i got this phone on craigslist... it reads sims.. but the same message always comes up... how and why... please explain

It sounds like the phone still isn't unlocked or you don't have coverage available in that area.
