    It sounds like you may have deleted a file you should not have.

    1) check your recycle bin for one with that name if its there, right click on it and select restore. Then try installing your OS

    2) If it isn't rerun the OS installation (double click the exe you downloaded to reload your OS) delete the vendor.xml file and try to reinstall.

    By java loader, do you mean Applications Loader from the Desktop?

    If that is the case, I would reinstall Desktop Manager.

    And this time, try doing the OS reinstall straight up.
    You can always optimize after the fact. But to get you
    running again, try to keep it simple.
