I see this when connecting over a hotel's Wi-Fi only. I suspect it has to do with the Wi-Fi redirection to the login page.
Are you seeing this when connected over Wi-Fi?

I always get it when I setup one of my accounts. I just keep hitting "continue" until it connects.

What type of security settings have you setup for the account? Across numerous platforms, I typically only see that type of message when the email client is set to automatically accept SSL/TLS certificates on your behalf, instead of you specifically accepting them yourself.

It should be under your incoming and outgoing server settings for each account.

From what I'm reading it's a Twitter API that appears to be valid. I would tend to believe it's OK to continue.
