It refers to file free memory or device memory free space.
Memory leak is a phenomenon in which your free space in device memory decreases without any user input.

Easily recovered through routine memory optimization.

Some apps. that run in the background a notorious for depleting file free space ie Viigo, facebook, etc.
Some OS versions are alleged to "Leak" memory when left alone.
