30 seconds is usually the standard time for all carriers to use for ringtones

If you have a short tone you like but want to make it longer just use Audacity...... Its free and very customizable.

You usually can contact your carrier if you want it to ring longer before going to voicemail. If you want the ringtone to be longer, then modify the sound clip with iTunes or Audacity to change the length.
