I was so stupid to try to shorten my password of my [email protected]. I changed ITpolicy.bin to set the MinPasswordLength to 1.
And I set the pass to "x0x"(3 char in the "") at last. Then I lock the 8700. Next time when I try to use the phone, then it asks if I want to make a emergency call, I press enter, then enter again. then It says incorrect password. So I can't use the phone now.
I can use it to backup or sync docs or contacts from the desktop manager. The password works in the desktop manager.

Now how can I save my 8700 without losting the information in it? Thank you so much.
As long as you can create a backup, there is no risk of loosing data. Getting the device working may be a bit trickier, but you can experiment all you want with a good backup.
