1) If you don't delete it it stays pending. Both you and the other can delete it from your list though.
2) No. There is no automatic re-request
3) Yes. The person will know you declined

Either just plain decline or ignore should remove you as pending from the requester's contact list. Unless it is a recent new feature, the requester never used to get a decline notification...
