I just restored my storm and I don't have the Roger's Mall application which is a generic web browser on the phone. Is there a way to manually get this browser?

Try logging to your BIS acount and resend service books.

Ah, forgot to mention. I do not have a data plan. I have a generic data plan through rogers but no BIS, BBM etc.

Before the Rogers Mall browser came up when i inserted my sim card for the first time, do not know what happened this time. It is really urgent that I get a browser.

Your profile indicates you have an 8120 Pearl with Rogers Wireless, but the title indicates you are using a Storm, not compatable with Rogers Wireless.
