Nokia must undercut that price in order to get market share. $130 for that phone is really cheap and not far from their Asha phones. Microsoft is using Nokia to sell the phones cheap, Nokia takes the hit and bankrupts, then Microsoft can buy Nokia for pennies.
I couldn't care less what the reason for the low price is or what the consequences might be for Microsoft and Nokia. All I know is I got a really good phone for a really low price, and it's swayed me from getting a BlackBerry phone.

With the Z10 you're required to have the Blackberry Device Manager (or BB Link or whatever it's called now) to be installed for this to take place, no? Isn't that the case?
No you don't need BB link.

If you just plug it into the computer it will mount as a mass storage device.

You can also access the file system over local wifi without opening, or even having, BB link.

If you do have BB link installed then you can access your PC files remotely with your BB10 device over both wifi and mobile data.
