    Yes, go to the file manager, tap and hold the picture you want to rename and choose rename from the overflow menu.

    They should add that as an edit option when you go to edit the picture. Just make the filename. An editable field

    It is in 10.2 (but not as how you mentioned). There is now a "Properties" option in the overflow action menu for the picture and you can edit the file name among other things within there.
