after my blackberry is turned on, it verifies security software then the screen goes white and it says "app error 523 RESTORE". Whats that about?

First I would try removing the battery and after about 30 seconds put it back in and see if it boots normally, if it does not the links below outline the procedure to follow to restore the device.
