    I think they're enabled by default. I don't know any way to enable or disable them. In your Browser, go to Options / Cache Operations / Cookie Cache. I show 56. If you have any, then cookies are enabled.

    My comments apply to the BlackBerry Browser. I don't use OperaMini.
