The closest I've seen is in your Contact list menu you can filter to show those using BBM and BBM Video.

But even then that person can be using another device that supports BBM.

Unless you're referring to a proximity app that somehow detects other BB users are you.

Perhaps if one set up Silent Phone on both ends of the phone call, then it would route the call through Silent Circle's servers to get encrypted on both ends. But that costs money.
