Does the FAA allow users to carry extra battery for bb?

I heard that FAA ban li-ion rechargeable battery if it isn't placed in the device.

Does anyone have info on this issue?

To expxnd on AG's official FAA link, I always put my spare in a ziplock bag in my carryon with a piece of scotch tape over the battery contact. Probably not necessary, but i'm not about to give anyone my spare battery as a lovely parting gift.

I've carried extra computer and phone batteries in carry-on, in zip locks, for years. Never a problem.
