That is very frustrating, but good to know you have ruled out ISP limitations.
The most common reason you will get a failure is a time out during the download. If the connection takes too long to respond, it will be shut down. That is more likely to happen if you have chosen the "Install" button.
Start your download with the "Save" button. After you have a copy on your computer, "Run" it from your local copy.
Did you the carriers CD package? It will contain a copy of Desktop Manager that can be installed directly.
You will still need a copy of your device software,
