Many apps are registered to a pin number. If you change phones changing account info will allow the transfer.

Simple transfer to another may not be so easy.

Correct but we don't know if the OP is transferring to a new phone or trying to pay once and use it on two different phones

Be more descriptive of the issue/problem/question. A quick review of the replies so far shows several questions that could have been pre-answered in the original post.
