(this usually is a firmware problem)
Q: did you just get that cell ?
If not .. what did you do just before this happened? did you install / uninstall / change any security or application settings / or something ?
If it is a new cell .. restore to factory settings and see if it works.
-IF/WHEN- everything else fails - wipe the thing, install the OS again AND IT WILL WORK .. others had that same problem, in one occasion a hard reset worked .. but in every occasion reinstalling the OS solved the problem.
Yeah I just got this new BB a couple of weeks ago. It's my first Blackberry ( I LOVE IT! )

let me see if I can help ..
Restore to factory settings / wipe:
Main Screen -> Options -> Security Options -> General Settings
Once you get to this screen press the menu button and choose the second option i.e. “Wipe Handheld”
This pretty much will erase of your data (make a backup if you need those) and your applications (your option - i recommend you delete those too) .. and makes your Berry just like it was out of the box.

To install an OS first you need to download it.
You can go to BlackBerry - Software Downloads - Support & Services or the web site of your carrier and download the official “device software”
There are some BETA versions out there too if you want to be adventurous : ) IMO for the 8310 v.4.5.10 or .18 are the BEST !! but that's just me : )
Once you have downloaded your preferred version of device OS then you can install it into your cell .. if it is a newer version it will prompt you (it = your Berry desktop manager) and it will uninstall the prev. version and install the new one over it .. that will take about an hour.
If you want to install the same version I would recommend removing the old one with JL_Cmder (a small software prog.) ..
(warning) If you go that way you should know that your cell will NOT turn on or work (or anything) until you install the OS – so you better have that before you erase your cell's ROM.

as you can see here, usually this java.lang.NullPointerException is a software coding problem. So, i don't think that your GPS is locked (by Telcel for example) or not working .. it is either the software program or the device software that have the error.
