When you set a picture on the bb storm as a wallpaper is there any way to view the pic in landscape mode and portrate when its locked or not? right now i can in portrate mode but when i go into landscape it goes to a blue screen.

No, while the device is locked you can only view your current wallpaper in portrait. But you can change the landscape wallpaper by using a different theme.
