Turn on Parental Controls and in there disable/ toggle off WhatsApp.

WhatsApp seems to have 'special' permissions. It runs on start up and restarts even if you kill it. It's designed to be always on. Not all permissions are accessible by the user. You can read it up on the BlackBerry developer pages. If you don't want WhatsApp to run - remove it! (or try to reach out to the dev in the beta thread if he wants to implement such feature but I really doubt it's going to happen)

This is WhatsApp Support Team's response to my query, 24 July:
"WhatsApp does not have a logout mechanism. You are automatically offline after 5 minutes of inactivity, but you will continue to receive messages and calls without issues.
Just like voice and SMS, WhatsApp is always on. We understand that this may raise concerns about battery life and data usage, but rest assured that we take these issues very seriously and strive to conserve battery and data as much as possible. We continue to make improvements in every version."
