I was just wonder if someone like AllTel or Verizon can relock your phone through a update? Like for example GPS.

No. Unlocking is a one-time, irreversible step, unrelated to and unaffected by an OS update.

Cool, so what does the vender file do? Does just enable new features?

No. vendor.xml just tells Desktop Manager to only load an OS to the device of the same carrier that's branded to the device. For example, if you have a TMobile BB and download an OS from Vodafone the OS won't load to the device unless you delete the vendor.xml file. That all it does, but that's why you have to delete it to install a different vendor's OS to your device. It doesn't enable or block any new features.
