BlackBerry App World cannot be used on Wi-Fi if you do not have a BlackBerry data plan.

No u can't download apps from apps world w/o data plan. But u can download any ota jad app (i.e. googlemap etc.) via wifi if u have a link thru hotspot browser.

It does. I have a data plan also, which allows me to use App World with Wi-Fi. If somebody doesn't have data plan, he cannot use App World with Wi-Fi.
