Actually, many of the gps programs may be able to get a gps lock on your phone, the real problem is that without a data connection, your phone can't display any maps. In other words, if you had a gps app that installed maps into your phone (like on the sd card), it would still work as a gps unit. To your original question though, no...bb maps will not work without data.
