Does the phone need to be turned on or off when I physically take out the battery?

If you want to do a battery pull to restore memory or reset the device if it freezes or hourglasses, you need to remove the battery while the device is on. Then leave the battery out for about 20 seconds and put it back in.

If you don't wanna fool around with pulling the battery out when your getting low on memory and the phone slows down there is a free app in the app world called quick pull that basically does a battery pull at the click of a button. Very nice and saves your batter door from constant opening and closing.

Or you can do it without an app by pressing the alt-right shift-delete keys at the same time.

It does not matter if the device is on or not, a battery pull for any length of time will produce a hard reset. Even carrier reps will give you misinformation like to take the battery out for 2 hours but it is all unfounded.
