Exactly what functionality do you absolutely have to have? Turn off everything you don't need. MMS, any email accounts you don't need pushed, don't accept any file transfers from anywhere, the browser, don't stream music, and so forth...

What amount are you trying to stay under? November was my highest of the last 3 months at 120mb, and I do absolutely nothing to conserve data. I rarely stream and don't tether, I use my device for communication and browsing.

BIS does not work on WIFI.

When I'm on Wi-Fi, even the radio off, BIS works just fine with a BlackBerry data plan. Still uses data, though.
