Because they just updated android lol and not every new android device gets the latest os as the other. They have to make it work on BlackBerry os and well we are still awaiting 10.3 official for other devices other than the classic and passport, it takes time and they are doing so much at once. It's frustrating but good things come with time.

I prefer 4.3 because of app ops, which was removed in 4.4
Edit: as per post below, it was 4.4.2 in which the feature was made unavailable for non root users

App Ops, on 4.3 is barely functional, and 4.4 does have App Ops, 4.4.2 is the update that made them unaccesible to the non-rooted user.

If anything, Blackberry could make their own App Ops, just like CyanogenMod did.

+ BlackBerry should also be able to fix the SD card changes from 4.4
+ allow the native application permissions screen to set the app ops toggles
