    Using a BlackBerry z10. Thinking of switching to another phone.

    Will bbm work over wifi without a sim ( or an inactive sim).

    I use bbm specifically for bbm video

    It will. I've gotten network blocked bugs on my phone many times where the sim isn't identified and BBM works through wifi.

    Yes, that is the benefit over Whatsapp.

    I have a friend visiting from Denmark and won't pay for a NA Sim plan so he just setup BBM and hops WiFi around the city.

    Whatsapp also works without a SIM using just WiFi. I installed it on my mom's Android tablet and she uses whatsapp with no issues.

    Yes, she uses it on her tablet using her cell phone number. She doesn't use whatsapp on her phone, just on the tablet registered with her cell phone number.

    ok right, a cell phone # is still required though..

    I had a friend visiting from Europe and refused to pay the north american rates for a cell phone. So without an actual # in service BBM was the next choice for ease of communication using the abundant supply of wifi around the city.
