I just purchased a new phone, and although I had purchased upwards of 20 sticker packs, the restore function restored ZERO paid sticker packs. I'm using the same pin, so I don't see why they couldn't be restored. I'm certainly not purchasing all of those sticker packs again. Nor am I ever buying more. In fact, it makes me want to leave BBM all together. Obviously they don't care about their customers.

Have you guys checked the sticker settings?
If stickers are disabled, they won't appear.

They are not disabled, unfortunately. It restored two free sticker packs but none of the paid ones.
