Default New to BB dev, problems already (no surprise)

Alright, was about to jump into coding, and whatever I try to do with rims JDE, exceptions are thrown constantly. I can't create a new project, it throws this:

java.io.FileNotFound: C:\Program Files \ Research in Motion \ BlackBerry JDE 4.2.0 \ bin\Settings.rc (Access is denied)

Even closing out of the program throws an access is denied exception. Should I just clean install everything, or clean install the RIM JDE?

Any help would be awesome.
