Default Idea: Mall Map Application

I have no java programming skills but I have an idea for what I feel would be a very cool app for mapping your location in a shopping mall, outlet mall, stadium, etc. Phones with GPS should be accurate to approximately 3 meters, which would make this application possible. Because it would be too much data for all the possible locations, would it be possible to load an image of the map of your location, such as a mall map, center the map at your GPS location, then lock the map to follow your location in the mall? Such an application would work in a variety of situations, and you could download the image of the map yourself from various websites. Any thoughts?

GPS doesn't work properly inside, and even with assistance turned on won't get you much further. You need open sky for a proper accurate location with GPS.
