The default Storm icons in the Plazmic folder are 100% transparent, except for the actual application itself and except for the "focus" icons, which add dark transparency to it... You could try using the focus icons as your default icons, since they're a little darker anyway.

Or with GIMP, you could open the icons you want to edit, then click on file, new, the size of the image should automatically be entered for you, make sure you have it set in advanced options to a transparent background, then click on bucket fill, then change the opacity to what you like ( possibly around 60% or so, then fill the new image with your semi transparent paint, and save it as something like default_background.png, go back to the original icon, select all, copy, paste it into your new background, save the icon as whatever_it_is.png, then undo the paste, open up another icon that you want, copy it, paste it into your default_background.png and save it as the new_icon.png....Rinse and repeat until you're done.

There was a thread earlier about how to resize all icons in a given folder, it seems like it may work in this instance as well, but I've never used photoshop, so I don't know if it would work, but I don't see why it wouldn't.

Its not the icons that are different, it is the underlay that has to be changed. The icons are the same. Put a less transparent or darker underlay there and the icons will look a lot more vivid.

If you're talking about icons on the home screen, in Theme Builder, under "Theme The Home Screen", click on the "Application" that you have listed in the Applications box, then under it, where it says properties, have you tried editing the "Tab" or "Tab Focus" images?

The above guys are right on. If you don't have easy access to a more sophisticated editor at the moment, fiddle with icons like banner_profiles_underlay.png or profiles_reflections_overlay.png, which came with Plazmic. In TB/Home Screen/Overlay and Focus Icon, see what happens; try also overlay and underlay.

Better editors like PSE-7 can readily deal with transparency.

Thanks for the help peoples!!! I'll give this a try tonight and see how it goes. I don't know what the **** an underlay is, but I'm sure I can figure it out.
