Default 907 Error

I've got a user that is trying to install an app I wrote, ota, on his 4.5 Pearl and said he's getting a 907 error. I compiled the app in the 4.3 JDE, tested it on a Curve and Storm device and it worked fine and I tested it in the 4.3, 4.5 & 4.7 simulators and it worked just fine. Is there any reason why he'd get a 907 and I wouldn't?

Does anybody mind trying to install the app on their devices?

Yeah none of those conditions seem to be met. One thing that I did find out is that they don't have BIS/BES service and they're side-loading the application and I've got calls to the web browser that I use to check for updates to the application....I suspect that since they don't have a service book for a web browser that that is causing the COD to fail.
