The screen is working perfectly with the torx screws tightened ALL THE WAY!
I literally took apart the whole storm, using this tutorial
How To: Disassemble a BlackBerry Storm 9530/9500 | NationLink Wireless
    and this video

there was a piece of sand underneath my lcd that was causing my screen to make scratching noises (ouch) and not click. I took apart the whole phone, cleaned all the pieces, and for the heck of it i tried tightening the torx screws all the way (i used the torx screw fix method before). Low and behold! My touch screen is working better than ever! It clicks very well. Better than before when i had the torx screws slightly loosened.

The thing is, i have no idea what made it this way, and im not sure if i can replicate it on other storms. I was looking around to see how the click screen worked and it looked like this:

i am now happier than ever. hehe. :]

i think the little gel pieces in the corners could have been made of rubber and been a little better secured. IMO of course.

I think when I dropped mine, I knocked one loose. Caused some click issues in one corner.
