Default Flex Pay BB Plan

Is it possible to just have a Blackberry plan on T-mobile Flex Pay without any voice features?

If so, how much would it cost?

Tmo offers data only but you have to call and talk to someone

Lots of hearing impared people do it but I'm not sure how exactly

Hearing impaired people (like most of my friends, and myself ) use a relay service to place calls to customer service / account signup stuff like that. That's how companies know you'll never use airtime so they waive that requirement
