Did this recently happen? It could be a multitude of issues.
Tried pulling the battery out? Have you called the carrier to determine if the SMS feature is on your account?
If it's on your account and you've pulled the battery, call the carrier, talk to their data support and have them resend the service books.
Are you on a BES? The BES admin can restrict SMS messages.. Are you getting a popup that says that the IT Admin has disabled the feature?
