Unless he has an Everything plan BIS is NOT included in data packages. Stop saying that it's a provisioning issue. It's not. It's a matter of him not having the $30 or $40 (It's been a while since I've had a BB on a non-Everything plan and I don't remember how much it is) BIS add-on.
And, you should be careful when switching SIMs between BBs and non-BB devices on Nextel. Data provisioning can get VERY messed up, VERY easily.
And, yes, they can tell by what IMEI registers on the network.
