Wunderground mobile had an option for timelapse radar as well as storm tracks. You can bookmark a specific city's radar.

My-Cast Weather by Garmin has moving radar, along with visible and infrared satellite maps. Works great, but not free.

I agree Mycast is a great weather app! I use it and have never had a problem. Well worth the money. 4$ a month or so.

I use a link from the browser to a local tv stations radar. It's free and as accurate as any radar image you are going t get on an app. I get still and time elapsed images.
