FEATURES: This is a fixed bottom dock, hidden today plus theme with a center banner slot for your favorite weather app and optional QuickLaunch icon.

The wallpaper that you're referring to was an alternate that xFluidx offered with her BerryBlue theme (it's here in this forum). If you haven't had a chance, you should DL that one as well. It's a beautiful theme!
