    When I go to add a contact within BBM, the top section shows 'tap to add', does that mean that those people have BBM ?

    Yes, it is above the 'invite to download ' option for people who don't have a BBM account.

    I have the "invite to download", but I don't recall ever seeing "tap to add".

    No it doesn't mean that they currently have BBM active .

    It only means they may still have, or at some point did have BBM, but still have a BlackBerry ID listed with BlackBerry.
