So first of all, I'm not a developer and I have no idea about how to publish an app, and I'm not asking to publish an app, however since this is the developers sections I thought you guys might have more knowledge on this.

I've recently realised there are apps (for example) App Lock. They are mostly all the same, the layouts and buttons are exactly the same, however some are a different colour and have a different background. They are all listed under different app companies (not sure what they're called).

Does anyone know where I can find where these developers are getting this code from?

Many are scams. They get their friends to sign up for vendor accounts and use the same 10 lines during a blackberry contest to create 50 dummy apps.
