I am doing some research regarding application costs and a project I have in mind so I can understand the needs better.

So I would like to know:
- What is the average hourly rate for an app developer?

And how complicated and costly does this sound to you:
- Application will connect and read/write from/on a MySQL database (need internet access)
- Basic functionality, like a messenger, write a message -> press send -> send to MySQL and update it -> confirm success back to mobile.
- Headless app (since I will need it to be something like a mini notification center, when a new entry is entered in the DB to send me a message)

Also how many hours can such an app take to code?

Your requirements are absurdly vague

To do some proper planning (from which you can calculate estimates of resources & time), you need at a minimum to specify:
Objectives
Deliverables
Success Criteria
Quality Expectations

Resource costs depend on which market you are sourcing from

My recommendation is that your first action is to hire a Project Manager
