A blind quote: 30-40k with a 3 month build time. 10-15k for a proper prototype.

Lots of ideas a abound - you have no idea - so I need more from a business partner than ideas. But if your willing to fund it, we will build it for you and you can take the app sales.

Edit #2: and if you really want to build it properly we need to build a clustered solution + nosql server. Which means if you have millions of users you will need to fork out another amount to be fully scale able.
