One phone one phonebook -- this is just one of the basic features of mobile devices. Unless there is something that I do not know of.
So to create a different "phone directory", you can assign your contacts by categories. If you already have contacts in your phonebook, how to go about doing this is to edit them and assign by either Business, Personal, or Unfiled - which of course you can later change to something. If none of the preset categories, you can create a new one and label it however you want it to be.
Next, once you have assigned your contacts, all you have to do is use the FILTER option when browsing your Phonebook. On this option, you can select what phonebook will show by default when browsing your Phonebook. Change this when needed by unchecking the button box and select another. If none is checked, it will list down all your contacts.
Hope this info helps.
