I heard it was released on 2/22/12 along with the Playbook 2.0 release, but have not heard much about it since the release.

There is a 90 day trail version available on the BB web site. I had read they were shooting for March 2012. You can try it now for free.

They are supposed to offer the Universal Device Service for Android and iOS device management piece later this month.
