Default Can't activate new bb and last contact date doesn't update

Hi all. I'm hoping somebody can figure this out for me. I have BES 5.01 running in Win server 2003, and Exchange Server 2007. I have 68 active BB-s on the server and have 2 more CAL-s to go. About 3 weeks ago, the Last Contact date stopped updating on the BES. It's not a big deal all by itself, but I'm also unable to activate any new BB-s. When I try, it says

"The Blackberry Administration Service was unable to retrieve specific device attributes from the device that is connected to the computer."

In the course of debug, I searched for this error message and found a few KB articles, which I tried to follow. One of them gave more information, but not the solution. It told me to run IEMSTest, which came back with an error message:

"OpenMsgStore() for this profile failed (8004011d)"

This is about how far I got. I can also tell you that around the time it started being a problem, I made the following changes on the Exchange Server:

- Disabled the Windows Swap file (Right click on "My Computer" -> Properties-> Advanced tab-> Performance Settings -> Advanced tab -> Virtual memory-> Change), which I then later re-enabled.

- The other thing was that I had hard-drive compression enabled, and I unchecked that, so it went through a whole de-compressing cycle.

- One other thing was that for the hard-drive, under "Disk Clean-up" I allowed it to compress old, unused files.

So as you can see there were many changes on the Exchange Server file system, but it may not even have anything to do with it. Or really, these may just be clues toward the solution.

But either way, the two phenomena I can describe it I can't activate new bb and get the above error message, as well as this IEMSTest fails.

Any ideas?

Have you checked that the Besadmin has "send as" permissions on that user's account?
Have you created a test account to activate against?
Have you tired connecting the blackberry up to the server via USB and activating?
Is this on server 2003 or later?

I searched the BlackBerry KB base and the articles that were presented seem to refer to MAPI issues. Mainly with the Calender but could be the result of communication issues.

Are the other users able to send and receive Calender events by chance?

As a last resort, I would actually recommend removing the new account from the BES, restart the BES completely, readd the users account and see if the activation is successful then.

Quick question, does Exchange 2007 have "Throttling", this could be an issue.

The error code itself, "8004011d", seems to be more prominant with regards to MAPI profile. Even 1 article shows the code when starting BES if the Restrict Prior versions of outlook is selected in Exchange.

If throttling is enabled in exchange, I would recommend disabling it. Restart the BES server completely.
