So I sold my verizon z30 I was using on att on eBay. Person who bough it says that they wanna use it overseas. Is it only unlocked to be used in the US and not overseas?

It's unlocked, period. Location does not matter.

there is no such thing only to be unlock in the State ..when it's unlock it can go everywhere.
Now the question is; would they have the same radio frequencies to be use overseas?
Like mine works either in Canada and the State while travelling

Bought my Z30 in Australia and it was fine in Canada and USA....that doesn't mean a USA purchase will work in Australia. As Alain commented above you need to check the phone and the destination.

I'm traveling in Europe and so far, I've had 4g coverage with my AT&T Z10 and my STA 5 Z30 using TMo sim. I've been to Italy, Germany and Turkey.
