A Z30 will only, natively, flash (really not a flash, but a slow fade in/out) a green LED when it is being charged while powered off.
Older legacy BlackBerry devices will blink the LED green to indicate cell connection is active. BB10 devices do not have that feature.

So, if your Z30 is "flashing" a green LED, and it is not being charged while powered off when doing it, then you must have some third party app that is doing it.

May simply be an app notification. You can check by looking in the following - Settings - Notifications - Profiles (maybe check normal first) - Customize App Notifications - check each app in the next screen to see if the LED color is set to green.

I know on mine that means I've got an email, but I've set my custom application settings to blink green for emails. If you haven't done anything like that, then I don't know.

And chance you have an app that controls notification profiles like BeBuzz or ColorID? I think they have an option to have a green LED blink when you have network coverage.
