    It depends how far you want it to drop to. Currently an unlocked Z30 is for sale for $499 on both the US and Canadian BlackBerry sites, I think it was originally priced at $699. I can't see it getting much cheaper than that in the near future unless they launch another coupon sale which gave an extra $100 all the devices except the Z30. Perhaps it'll be included next time.

    I have no idea about the Indian market only the North American one so you could be correct there.
