I'm a native app sort a guy, but I'm very confused why BlackBerry App World is holding up personal banking apps access. (boa, wells fargo, chase etc..) apk is available but I'm seeking native access.. Anyone of my fellow "cb" comrades feeling my pain?????

I think the burden is on the banks themselves to provide the apps. North of the border, the major banks have had their apps out for a while now.

That's not a factual statement. I've seen the apps readily available via apk or Android apps upload. Didn't want to side load awaiting vzw to make it available via the blackberry app world

And who is expected to upload even the Android apps to BlackBerry World?

If it's available and you know it works, then you could try contacting the bank and asking about it.

The banks themselves would need to either develop a native BB10 app or port their Android apps to BlackBerry World for BB10 users to download. This isn't something that BlackBerry would normally do for them. The banks don't publish an api so that developers can create apps to access their services.

It's also not up to individual carriers to submit apps to various app stores.
