Why is it if I'm streaming video from YouTube and I minimize it into an active frame it will continue to play but if you minimize a video played from the memory card thru the video player it won't run in the background? Kinda silly that you can do one without the other.

Since you are very likely to watch the video, it is stopping. They added it as an extra feature. In order to circumvent it, you need to get another video player. It seems logical and fine by me and have been quite happy about it at times.

I'd assume because people may just play a music video.. only for the music? And some are lyric videos sort of thing

Ok but if i download a podcast I'm more interested in listening to it than watching it. Or maybe someone might want to answer a quick message while watching our listening to a video or podcast.

Maybe try hitting the middle volume key while it's in the active frame to see if it will play?

As above. They have created and enabled it everywhere EXCEPT their video player. If you want the feature, grab another video player.

I enjoy to swipe, do something and not having to worry about what you have missed in the video you are watching... A toggle in the settings would have been nice, however.
