The issue has been reported to BlackBerry and they're rolling out a subsequent update of 10.3.1 which will solve the issue of Hotspot not working. No definite timeline given for the OS update though.

Yes after upgrade I get network problem. Before on 10.2.1. It didn't. My carrier didn't block it.

Just to confirm/follow-up...My (unlocked) Z30 was purchased from BlackBerry - and I've updated (via BlackBerry Link) twice in the last couple of weeks (most recently to 10.3.1.1784). Mobile Hotspot had previously worked almost flawlessly - but hasn't worked with either update (and yes, I pay for the service through AT&T).

Latest update on Q10 fixed the hotspot problem. Didn't update my Z30 yet. Would post afterwards if the hotspot issue gets fixed on Z30 too. Fingers crossed

Quick observations:

Hotspot issue resolved.
Notification volume quite louder than 10.2.1
Keypress volume none with 0% setting
Battery performance check in progress.
Wifi connectivity fine

Update OTA. No backup restored as all apps are working fine and all data prior to update is there after the update.

I had this the first time I updated to 10.3. I reset the default settings and reentered my password and everything worked. I am running a Verizon z30 on 10.3.1.2582.

Not working. On every OS, I tried 2708 but still no luck. BlackBerry must consider this issue.

Sorry for bringing up this thread, but today I had an issue to connect to the Hotspot on my Z30. It looks that hotspot actually works, but DHCP to hotspot clients is not working. Phone should provide an IP address, DNS and default GW to each hotspot client.
To make internet connection running, you have to turn on the hotspot on the phone and connect to the phone using wifi. At this point, internet won't work. Then you have to edit the Wireless connection on your PC, and set the parameters similar to this:
IP address (PC side): 192.168.0.10 (an example. set anything but 192.168.0.1)
Default GW: 192.168.0.1
DNS: 8.8.4.4, 8.8.8.8
